Go watch some streamers who use the wingman a lot and notice how their crosshair is usually on one side of the enemies strafe or the other and the only time it moves is when it moves an extremely short distance (microflick) and when the enemy runs back towards their crosshair. The flicking part comes with adjusting your crosshair as needed but it should really only be micro flicks if you've learned to read movement well enough. That means you're placing your crosshair somewhere and timing your shots with their movement. Weapons like the wing man, 30-30, longbow, etc, are click-time based weapons.
